With the construction of transportation especially high grade road in our country going into flourish development period,because of long construction period, many factors and the huge amount of information generated in highway construction,it is difficult to control and manage project quality。The traditional means of data processing and management has been unable to meet the requirements of modern development of highway construction , and severely restricted the efficiency of road construction, Various quality decision cannot be make in time, the quality of road construction can not be control and guarantee manage well . Today,modern management technology and computer technology change quickly,applying advanced computer network technologies make management information system to process data and information generated in the quality management, Combineing management knowledge with management system are important ways to realize management modernization and improve management efficiency .In this paper, base on the investigation and understanding of the domestic and foreign research and system development, project management information system develop regular are summed up ,that integration, network, intelligence and the relation between management techniques and management is strengthened. The defects and problems of current domestic quality-related software system are summed up, develop integrate test、quality inspection and quality assessment to a systerm that highway integrated quality control system. base on a large number of investigations of mode and method of Hunan Expressway, develop a network platform that construction units、supervision work units and develop units can work together, and information can share with each other convenient.In this paper, the latest technologies and methods related to the research and develop of this system are described,the combination of object-oriented and structured development methods is choosed,using the Unified Modeling Language (UML) modeling techniques to analyze the system, select the Client/Server, Browser/Server combination of network topology, the system business analysis, system design, each functional module design, component development were elaborated; on some of the key software technologies (such as:. NET development environment of Excel operation control, remote monitoring of press based on WebService module development) conducted in-depth analysis and elaboration. Finally , it summarized the work of this paper ,and put forward the disadvantages and development goals.
