Ever since the Industrial Revolution, the environmental distruction is becomingmore and more serious day after day,the planet is getting through a series ofproblems caused by the increase of the Green House Gas. In2003,the Great Britainpubliced the Energy White Paper “Our Energy Future: Creating a Low CarbonEconomy”,aroused the attention of the whole world. IPCC delivered four reports tostress the problems caused by the increase of the Green House Gas. Along with thedevelopment of the low carbon researching, and build a low carbon-directed, citizenslead a low-carbon lifestyle, low-carbon society leading by the government isbecoming a invitable orientation. By now, Japan, Denmark and Britain haveaccumulated a lot of practise experiments, but this field is still in the starting satge inChina, we haven’t got to a complete model to guide the construction of the LowCarbon City.This article analyzed the conception and the intention of Low Carbon Citybased on the Ideology of Low Carbon City, the Environment Kuznets Curve, theUban Ecology, and the Urban Sustainable Development Theory. We raised theobjective and the decipline of the construction of low carbon city, and stressed thenecessary and urgence. We used the experience of foreign developing model forreferrence, analyze the practicable ability of Qingdao, and we used AnalyticHierarchy Process and Principal Component Analysis analyzed the current situationof Qingdao, affirmed the possibility of the construction. And we also developpedsome existing problems, giving suggestions on the choises of pattern, and some onthe polices we should use. The first part of this article is an introduction, which recommended thebackground and the significance of this subject, the researching content, theresearching method, summerized the fruits of the foreign researches and the majorinnovations. The second part introduced the theoretical basis, mostly on the Ideologyof Low Carbon City, the Environment Kuznets Curve, the Uban Ecology, and theUrban Sustainable Development Theory. The third part introduced the foreign lowcarbon city model, naming some successful European and Asian examples, andsummerized their experiences. The fourth part, we build up an series of low carboncity evaluation indexes, including the index and the weight of each index.In the fifthpart we use the evaluation indexes analized the possibility and the current situationwith demonstration analysis.The sixth part we exposed the problems, and in theseventh part we give suggestions. In the eighth part we give a summerize and aforcasting of the research.
