CPC National Congress proposed to "improve the social credit system a modern market economy", the party’s third plenum defined to be "in accordance with sound laws and regulations, licensing, business operations, professional services, the direction, speed up the construction business and personal credit service system." On september2003, the State Council charged explicitly the People’s Bank with functions that "management of credit reporting industry, promote the establishment of social credit system". In the personal credit system, the credit scoring is the key to the construction of credit system, which assess a particular risk of consumer loans, is also a place to improve the profitability of lending institutions operating strategy. With Commercial Bank of China’s growing consumer credit business, how to guard against consumer credit risk and profit maximization is the main consideration in banks. Solve the problem of personal credit scoring is a prerequisite for the development of consumer credit.In this paper, qualitative analysis and quantitative analysis based on the principle, introduced the representative of the United States developed the credit scoring model and the practical application conditions.Then used a comparative analysis on the basis of personal credit ratings of our current situation, and build out our personal credit scoring model. Using cluster analysis-Logistic regression analysis method has higher prediction accuracy, and bad customers into good customers of the rate of wrongful convictions and miscarriage of justice as well customers are bad customers lower rates. This method is fast, efficient, and more suitable for China the actual situation.And finally put forward countermeasures, follow from the theoretical analysis, empirical analysis to expand the idea of countermeasures.Research involves five aspects:In the first part, the paper briefly describes the background, significance of the topic and outlines the research status at home and abroad. The second part interpretate the consumer credit and personal credit score and sort out the concept, and cite personal credit scoring commonly used models and methods. The third part summarizes the foreign consumer credit in the credit scoring technology, experience and inspiration to our country, and the fourth chapter listed status of the development of credit scoring. The fifth chapter is the modeling process, in the use of cluster analysis to classify the customer, then use logistic regression analysis, the regression model. Chapter VI on the basis of the text, the proposal of building personal credit of consumer credit is proposed evaluation system.
