The Study on Evaluating Performance of Independent Innovation of Large and Medium-Sized Industrial Enterprises in Hebei

Technological innovation is the inexhaustible power to achieve development and economic growth for a nation or a region. Enterprises are the foundation of economic development, large and medium-sized enterprises are the pillars for a nation or a region economic development and social progress, the status and role that determine enhance the independent innovation capability and performance level of large and medium-sized enterprises is necessary. But high investment, high risk and uncertainty of innovation activities lead to lack of corporate power, in addition, enterprises has been plagued by innovation inefficient. Therefore, the scientific analysis and evaluation the level of performance of independent innovation of enterprises is extremely necessary, but also of great realistic significance.based on extensive collection of data in a large number of research and reading related literature, This paper study the research situation and the basic theory of the performance evaluation of enterprises innovation, and analysis the independent innovation activities status and the presence main problem of large and medium-sized industrial enterprises in Hebei Province; then, build the evaluation index system in this paper based on analysis the identify ability and correlation of evaluate indicators, for the weaknesses that the traditional C2R model in data envelopment analysis decision-making unit can only be divided into two types of effective and non-effective, can not further distinguish the effectively decision-making unit and sort them, and proposed the improved DEA performance evaluation model of enterprises independent innovation; Finally, use the DEAP software to analysis and sort the innovation performance level China’s30provinces, municipalities and autonomous regions large and medium-sized industrial enterprises, and focus on Hebei Province large and medium-sized industrial enterprises independent innovation were analyzed.The empirical results show that:the innovation performance level of Hebei Province large and medium-sized industrial enterprises in the country’s30provinces (except Tibet) ranked20th, at a low level. In addition, this paper analyzes the key factors constraints innovation performance of large and medium-sized industrial enterprises in Hebei Province use the composite DEA method, and thus to focus on the improvement measures and recommendations. This paper has important practical significance for enhance the independent innovation efficiency of enterprises and the capability of independent innovation Hebei region and the realize the strategic task of building an innovative Hebei.
