Entrepreneurial human capital,in modern economic conditions, plays a key role inpromoting economic growth is increasingly obvious. Entrepreneurial human capitalas a heterogeneous human capital, for the salient features that distinguish it fromordinary human capital, has been named as the fourth factor of production except land,labor, capital by some economists. Entrepreneurial human capital is the regulator andadministrator of the traditional factors of production. Entrepreneurs use their humancapital to expect a scientific combination of the production factors and optimal factorallocation. State-owned enterprises are not only the main body of the nationaleconomy but also the mainstay of China’s economic development. Therefore, findinga method to measure the state-owned entrepreneurial human capital is a top priority.However, the measurement of human capital nowadays is mostly confined tocalculate in the currency layer. Few comprehensive scientific measure methods tendto measure the true value of human capital. Therefore, a scientific and reasonablemethod to measure entrepreneurial human capital is imperative.Firstly, I deem to take a review of the literature of entrepreneurship theory, humancapital theory and human capital measurement theory in order to clarify the context ofthe development of the human capital measure. Through the elaboration of the maincharacteristics of human capital and entrepreneurial human capital, I find theevaluation dimensions to establish the integrated model. I find some useful ideas tobuild the model via the introduction and comparison of the existed measuring model.Then I introduced the current value theory of human capital on the basis of the aboveconditions, and combined it with AHP method to build a state-owned entrepreneurialhuman capital measuring model. By the introduction of analytic hierarchy process, Ievaluate SOE entrepreneurial human capital from four aspects. They are ability, moral, emotional, and performance. Entrepreneurial human capital is measured withthe combination of currency calculation and the actual evaluation. After that, I canobtain the true value of the human capital of the state-owned entrepreneurs. Thisintegrated model is a more scientific and effective one than the previous traditionalmonetary measure. Finally, by a case study, the use of the comprehensive measure tomeasure the true value of the human capital of state-owned entrepreneurs has beenproved to be reasonable and operable. In the end, the conclusion and disadvantages ofthis paper have been shown.
