Cold chain logistics is a system engineer, which generally refers to refrigerated frozen foods in the aspects of production, storage, transportation, sales, and always in the provisions cryogenic environment before consumption, to ensure the quality of the food, reduce food loss. The construction of it’s logistics center still exists some problems, such as the large and complex system, the timeliness and organizational coordination requires high investment, high running costs, its planning and design is a difficulty in the application of logistics planning and design theory, which is also one of the hot spot.This article is on the basis of "New Green League and cold chain logistics project feasibility study report", which is a proposed project of Huaian Supply and marketing cooperatives, through a large number of on-site research and data analysis,and with the guidance of logistics center and planning theory related to the logistics center, This article makes plans of logistics center for agricultural products from the following aspects.(1)According to the Huaian agricultural market development as well as cold-chain logisti cs supply and demand analysis, combined with the overall strategic development plan, our Project pust forward the overall development strategy of the Huaian Green League and cold chain log istics center project to locate and phased development orientation.(2)According to the overall development of the strategic positioning of the Huaian Green League and cold chain logistics center project, the project function requirements analysis, forecasting total throughput capacity, combined with the analysis and design of business processes to subdivide the project functional areas, and estimates of each Ribbon area scale.(3)Comprehensive use of SLP method, the Green League of Huaian cold chain logistics c enter project layout tight logistics intensity calculation analysis and detailed design, and comb ined with the project construction of points in the terrain the condition, proposed the modifica tion plan.(4)Finally, it described the organizational structure of logistics center of the agricultural products, mode of operation and operating strategy.This article aims to provide reference for layout and planning of the modern cold chain logistics center in small and medium-sized cities.
