China has entered a stage of rapid development of urbanization, which derive a lotof social problems, especially in low-and middle-income people especially housingproblems.China make effort to build low-cost housing system and affordable housingsystem in order to solve the problem which take adverse impact to social harmony, butits narrow security coverage and limited support capabilities can not fully meet a widerange of low-and middle-income population’s basic needs. Therefore,to construct thepublic rental housing system has the capacity for sustainable development,and toexpand security coverage would become an effective way to solve the proposition.Under conditions of rapid urbanization, the major task for the construction of publicrental housing system is how to build public rental housing system and to make itsustainable developing and satisfy basic need of low-and middle-income people.Based on The four challenges,including Public rental housing community tobecome the new "slums" and rent-seeking behavior in the process of construction ofpublic rental housing system and Maintain public rental housing community sustainableleasing capacity and maintaining public rental system fiscal balance under the premiseof ensuring the security capability of public rental housing,during building sustainabledeveloping public rental housing system,comparing with the other countries or area forsustainable developing public rental housing system,it hope to improve the existingpublic rental housing system and find the direction of improvement and improvementideas for the construction of public rental housing system.Firstly,it demonstrates thefour big chanllenge in which is faced by building a sustainable development of publicrental housing system under conditions of rapid urbanization. Secondly,facing theaforementioned four challenges,it summarized the exploration of the Chongqingmunicipal government in the construction of public rental housing system has thecapacity for sustainable development.Then comparing with the other countries or areafor sustainable developing public rental housing system with game model,to find thatthe direction of the desired improvement in the construction of Chongqing public rentalsystem, and draw relevant conclusions for corresponding improvementideas:①accelerating the the public rental communities surrounding infrastructureconstruction to prevent it become new "slums"②continuing on institutional innovationto avoid the rent-seeking behavior in the process of construction of public rental system③take measures in two aspects to maintain public rental community sustainableleasing capacity④enhance the rent elasticity to ensure the security capability of publicrental system.
