With the pace of increase of Xi’an building an international metropolis, in order to speed up the construction of rail transit, to change the main city within the residents’way to travel, reducing demand for ground transportation, optimize transportation structure to adapt to the rapid expansion of urban space need to enhance the externaltransport hub supporting the ability to meet the rapid development of comprehensive urban transportation needs, Xi’an, on the basis of three lines has been approved and construction planning, but also in actively preparing for a new round of construction plan approval, the plan is completed in2012-2018years subway the4th, the5th and the6th line of construction, means that for each future year will start the construction of a line, then under construction lines will reach three. The accelerated pace of integrated investment model under government-led a severe test schedule to ensure that the subway construction funds put into use, the need to study a wide range of investment and financing mode. This article aims to explore investment and financing mode for Xi’an urban rapid rail transit to the sustained and rapid development.This paper adopts a literature review, learn from experience, empirical analysis and proposed countermeasures recommended path to conduct research through theoretical analysis, positioning the city rapid rail transit subject of public goods, and has a larger positive externality; analyzed to maintain the city’s rapid rail transit sustained and rapid development, using a simple integration of the monopoly under government-led investment and financing mode is difficult to meet the urban rapid rail transit construction and operation of the demand for capital, the basis of analysis in Xi’an rapid rail transit mode and the mode of investment and financing on the specific forward-oriented, good grasp of the land reserve, resource development and cost control management objectives, active and innovative investment and financing mode, step by step efforts to explore and track land to the government investment, BT, aftermarket heavy comprehensive investment and financing model, the coexistence of multiple modes of rent, the PPP, foreign governments and international financial organizations, loans, securities financing, the Xi’an city rapid rail transit financing can play to widen train of thought, change idea, take measures to ensure that the investment and financing channels, high efficiency, low cost to implement.
