Since the industrial revolution, human social productive forces have been greatly improved, the total economy and scales increasing dy by day, but the traditional development mode of "high production, high consumption, high pollution" as well as the development road of "pollution first, treatment later" caused serious resources, energy and ecological environmental issues, there is an urgent requirement to change the mode of economic development and to achieve sustainable economic and social development. As a result, the UK is the first formally proposed the idea of the development of creative industries. Since1997the British Government to vigorously promote the development of the creative economy, creative industries have been in the ascendant worldwide, the creative economy is becoming global strategic choice of the knowledge economy era. After UK, the United States, Canada, Germany, France, Italy, Japan, Korea, Hong Kong, Taiwan and other countries and regions recognized the important role of creative economy in promoting sustainable development, and providind strong support and guarantee in the development policies of the creative industries, environment construction of creative economy, training mechanism of creative talent, science and technology support system of creative industries, and trade policy of creative industries and so on, these measures promoted the development of the creative economy and the formation of the world’s creative economic development boom. The degree of development of the creative economy has become one of the most important symbol of the measure of a country or the city overall competitiveness, the creative economic competitiveness has become a new source of competitive advantage for a country or region.In the context of the development of the global creative economy, China has also attaches great importance to the development of the creative economy in recent years, accelerating the export of creative products, and international competitiveness has been significantly enhanced, and it played a huge role in promoting domestic economic growth and transformation of development pattern. However, compared with the development of the creative economy in the developed countries, the level and structure of the creative industries in China is still relatively low, slow development of creative services, creative production capacity is weak, the creative economy development level is not high. In the increasingly fierce international competitiveness of the creative economy, how to develop our creative industries and improve the international competitiveness of the creative economy is an important issue in the process of building well-off society in an all-around way and constructing the socialist harmonious society.In this paper, under the guidance of the basic theory of Marxist political economy, actively explored the issues related to the field of the creative economy and international competitiveness, mainly from three parts of the theoretical system, evaluation system and countermeasures system. First, fully absorb and learn from at home and abroad on the basis of existing research results, build creative theoretical system of economic competitiveness, including the theoretical basis of the creative economy competitiveness, the basic connotation, impact factors and driver model. Secondly, based on the theoretical analysis, through using the mainstream method of international competitiveness evaluation, constructed the index system and evaluation model for comprehensive evaluation and analysis of the national creative economic competitiveness. The results showed that:creative economic development has a certain basic conditions and industrial advantages, but the development environment is still relatively poor, the development potential is not strong enough, the need to consolidate the creative basis of competitive and creative industry competitiveness, make great efforts to enhance the creative environment of competitiveness and creativity continued competitiveness. Finally, according to the results of theoretical deduction and comprehensive evaluation, we put forward several strategic measures to strengthen the creative economy competitive, including optimizing creative environment for economic development, strengthening IPR protection, creating a favorable fiscal and financial policy environment, adjusting the internal structure of the creative industries, increasing R&D and education investment of the creative economy, improving innovation capability of the creative economy, promoting the cultivation and the introduction of creative talents, and so on.
