In recent years, with the development of the domestic regional economy and the urban agglomerations, the development of railway transportation and the urban railway vehicles go into a golden period. In urban rail transit system,29cities get the Rail transit construction approval in China, the total mileage route planning will reach6100km in2020. The railway mileage has reached93,000km in China at the end of2011, the second only to the United States. According to the plan of Ministry of Railways, the national railway operating mileage will reach more than120,000kilometers in2020, the estimated total investment is more than5trillion yuan. China has become the fastest-growing of rail transit countries in the world.Tianjin JL Railway Transport Equipment Co.,Ltd, which is a subsidiary of China Northern Locomotive and Rolling Stock Industry (Group) company. It is an enterprise specializing in manufacture, R&D and design of the components of Chinese rail vehicles, with various technical means like machining, precision casting, precision forging, heat treatment etc. The company should make the different strategic development plan in the face of the challenges posed by changes in the external environment.This paper firstly discusses the background, purpose and significance, elaborates the general idea and structure of the paper as well as the research methods and technology roadmap to prepare for the following studies. The paper analyzes the strategic environment of internal and external, combining with the state of industry, status of existing products, technology research and human resource. Through SWOT analysis, determining the market development goals, proposing the marketing strategy of product diversification, to improve the overall competitiveness. Meanwhile, in the implementation process of strategy, developing the control programs and safeguards to ensure the implementation of the strategy and implement.
