The maritime market looks like there have been a fairly steady state after the2008economic crisis; especially there have been some increments in2009. But thistrend did not last. In2010and2011, a lot of shipping companies had felt thehardships and market became smaller and smaller. That’s because the root cause ofthe crisis is not eliminated, and the negative factors that caused the crisis becomemore complex than before. The crisis doesn’t end. Facing innumerable difficulties anddilemmas, the state-owned shipping company, as a window of national tradetransactions, cannot change the wide economic environment and the big marketoutside. They also cannot get over defects of their nature, even though they have thesupport from the government. Therefore such kind of shipping companies have toproceed from itself, and start with delicacy management to improve the efficiency andto increase profit.This article is divided into five major parts: analyzing the background ofshipping market, the cause of current situation, the weaknesses of state-ownedenterprises and the need for its existence, actions need to take according to analysis ofinternal and external environment and the prospect of the shipping market andenterprises. Most of the words in the article focus on analyzing and expounding thedelicacy management of the internal part of the state-owned shipping companies,make plans and designs base on the functional unit, which should interrelate andinteract with each other according to their characteristics respectively.Delicacy Management should be chosen as the basis of the existence anddevelopment of stated-owned enterprise. Each functional unit should play anincreasingly important role in management and delicacy should be delivered tofinance department, human resource department, shipping department, technicaldepartment and other departments. The potentials of the enterprise should bediscovered and applied to get over the disadvantages factors of environment andmarket after crisis. State-owned shipping companies should reinforce management tosurvive from the bad market, and also make use of the advantages of both internal andexternal causes to expand and strengthen themselves when the market gets better.
