In the knowledge economy era, it is very important theoretical and practical issue to mobilize the imitative of knowledge workers, thus realizing the strategic plans and organizational purposes. The staffs in Y Institute have obvious characteristics of knowledge workers, so construct proper incentive mechanism for knowledge workers and take pointed incentive mechanism for them are beneficial to make full possible use of staffs and ensure talents to be fully explored, thus boosting the realization of strategic purposes in a unit and providing concrete guarantee of talents and organization for successful completion of important national projects.In this paper, the background and purposes were introduced first, and the incentive theory of content-type, process-type and comprehensive-type by which the incentive mechanism was established was presented. After introducing the characteristics and structures of knowledge workers in Y Institute, the incentive status and existing problems were analyzed and then, the necessity of optimizing the existing incentive mechanism was discussed. In connection with the obvious characteristics of knowledge workers and working characteristics in Y Institute, it was proposed that the optimization should be pertinent, systematic and effective. After that, the general working frame for implementing incentive for talents in Y Institute was established and its application was analyzed. The way of optimization of the incentive mechanism in Y Institute was designed. The salary incentive mechanism based on contribution was established and the ratio of performance pay was increased. In response to the strong desire for self-realization of knowledge-based staff, when the incentive mechanism for career development was designed, the career life design was also perfected by building multi-channeled promotion and development system. The personalized training program was designed to make the knowledge workers promoted systematically in the unit. In addition, application of optimization scheme such as emotion-incentive was also analyzed. In order to make the optimization scheme into effective operation, methods such as organization assurance and staff support were proposed.In response to the diverse needs of knowledge workers in Y Institute, effective optimization scheme of incentive mechanism for motivating staffs was proposed in this paper, which has guidance role for fully exploring the potentialities and motivating the working momentum of staffs and was strongly operable. In addition, the research of incentive mechanism optimization for staffs in Y Institute provides beneficial references for the establishment of staff incentive mechanism in the same kind of unit.
