Small and medium enterprises have made animportant contribution for the development of the world economy,while, in our country, small and medium enterprises play an important role in the promotion of social development in many aspects. However, the enterprise human resources management problem is the fatal bottleneck of the development SMEs. At present, small and medium sized enterprise managers are not aware that the advanced human resource management concept, a sound human resources management system and scientific and standardized measures of human resource management are signficant to development of the enterprise, without any predecessors leaving the valuable experience. Therefore, research on small and medium sized enterprises human resources management, and draw a conclusion to the small and medium sized enterprises to provide human resources management model to help small and medium sized enterprises’development and growth,which is absolutely meaningful.Taking "Mount Lu’s tianmu spring village" as the research object, this article use the analysis uesage:from the theory to the case, from the case to the theory,to the point and face, based on the analysis of "Mount Lu’s tianmu spring village". On these problems how to transform the concept of human resources management, establish human resource management system, emphasize the human resource management and do the human resource management of deduction and induction well, the author tries her best to draw a conclusion and put forward their own views for the small and medium sized enterprises, which is helpful to improve the human resource management.The article includes six parts:The first part is mainly about the background, the purpose and the significance of this research, and define these relative notions of what are small and medium enterprises, what are service enterprises and what are small and medium sized enterprises. The second part discusses the small and medium sized enterprises human resources management theory, the small and medium sized enterprises human resources management connotation and characteristics. The third part introduces the basic situation of "Mount Lu’s tianmu spring village" and its human resources management present situation, focuses on the analysis of the characteristics of its human resources management and its successful experience. The fourth part elaborates the existing problems of the village human resource management and analysizes the causes. The fifth part puts forward countermeasures to improve the human resource management level of the village,while combining small and medium sized enterprises human resources management connotation and feature, The sixth part concludes:small and medium sized enterprises according to the actual situation of the enterprise development, should take positive and effective measures and change the management concept of human resources to improve the basic management, establish the training system and incentive mechanism, and to improve employees’enthusiasm and creativity, strengthen the enterprise culture construction, the scientific management,take the people-oriented notion in heart, break through the obstacles tocomprehensively promote enterprises to develop well and fast.
