With the revolutionary development of information technology, especially thepopularization and application of the Internet, the third industrial revolution with thesign of information revolution has raised the curtain, which not only accelerates theprocess of the economic globalization, but also has a far-reaching influence on thedevelopment of the economy and people’s life. The third industrial revolution broughtthe rapid development of outsourcing service industry, which is changing theappearance of the world economic development. At the same time, with the deepeningof economic globalization, the key factors which decide the development of theenterprise are not only abundant capital and technology barriers, but turning to thehuman resources. In addition, the special character of outsourcing service industrydecided the core status of human resources in industry development and competition,and outsourcing service talent play the most important role in the development ofoutsourcing service enterprise.Firstly, this paper has summarized the background and significance of the selectedtopic, the present situation of the domestic and foreign research, the thinking and theframe of the research and the innovation spots. Secondly, this paper introduced theconcept of outsourcing service, human resources and strategic of management theory,at the same time,summarized the whole situation of the company and the humanresources status, the main problems and reasons of human resources development。Thirdly, using the SWOT analysis method analyzed the environment of humanresources development and constructed of the SWOT matrix. Thirdly, based on thesituation and environment,put forward the target in five years. Finally, identified earlychoose the SO strategy and following the ST strategy,gave out the measures of thestrategy implementation from update concepts organization, set regulation system,Perfect regulations.
