Following the trend of copper replacement by fiber cables and broad application of3G and FTTx (Fiber to the X), the fiber and cable marketing has been experiencing a newrapid expand. The supply has been inadequate to meet the demand in the past four to fiveyears and supposed to be kept until Y2015, when the related China enterprises will bealways suffering from insufficient capacity during the whole period. Meanwhile, theenterprises’ profit is whittled down by the continuous rising manufacturing cost on themanpower and raw materials and the increasingly fierce competition in the market.According to bottleneck identification by capacity analysis, the project measures andanalysis six loss of bottleneck with the OEE (Overall Equipment Efficiency) theoryinstruction, applies TPM(Total Production Maintenance) and quick changeover to reducetwo big loss: equipment maintenance time and changeover time. Firstly, finding root causeof long maintenance time by fishbone analysis, fast procedure development, three levelsmaintenance system built up, and tools application such as error proofing, standardizedwork and5S. The troubleshooting time has been reduced about50%. Secondly, thechangeover time was reduced30%+with process and quality control. The result broadenthe corporate eyes on the thought of the fix time of changeover. The improvement followthe process that standardize the current status at the beginning, then apply quickchangeover and ECRS (Eliminate, Combine, Rearrange and Simply) method on criticalpath, finally standardized work again.With study of maintenance time and setup time reduction, the plant improved theoperation that finally increased OEE of bottleneck about20%which close to world class..Market development by capacity improvement and unit cost reduction will help the plantto improve competitiveness.
