Research on the Role of Our Government in the Development of Private Higher Learning Institutions

China’s private higher education is a new inevitable product of reform and open-door policies as well as social development, and it belongs to quasi-public production, the country is the biggest beneficiary of its positive externality. It has been made great contribution that is obvious to all for our country’s education undertakings: such as, pushed the process from“elite education”to“public education”, satisfied the public’s needs for higher education, cultivated a great deal of talents for the different levels, etc.Private higher education market must be out of order if it works completely according to the market competition principles, the government should be charged with the role of macro-regulator. Although the government has adjusted its roles according to the actual need of the private higher education development in its different stages and played encourager, supporter, lawmakers, controller in turn, it has been used to controlling instead of serving because the thoughts of Official Standard and Ruling by Man in our country’s administrative institutions. The government still exists as an almighty governor in administrating private higher institutions, ignoring its own limitation, in this way, it must be out of order finally, such as, unallocated, vacancy, dislocation and offside. But the private higher institutions undertake consequences alone and sink into the development troubles. The current inappropriate orientation of the government’s role is the reflect of the all-conquering government’s drawbacks in the management of governing the private higher institutions, and it’s also the result of the hysteretic characteristics of the government’s concepts and functions in converting in the process of our country’s transformation from the planned economy system to the market economy one.In this paper, on the basis of reviewing the historical significance and current problems of China’s private higher institutions as well as the role of the government during the development, document analysis, comparative analysis, system analysis and solid evidence analysis are adopted, find that the inappropriate orientation of the government’s role in China’s private higher institutions’development is the actually primary cause of their development dilemmas, it’s also the innovation of this paper. Then aiming at China’s national conditions, and referencing developed country’s experience in managing private higher education, and put forward appropriate suggestion to locate the government‘s roles properly in the development of private higher education .In accordance with the above research mentality, this paper is divided into six parts. The first part: Introduction, reviews Chinese private higher education development and summarizes the related research results, illustrates the purpose, meaning and methods of the research; The second part proposes the problem and analyses the government’s function orientation theoretically; The third part analyzes the role of foreign governments in private higher institutions and then extracts the useful reference for our government; The fifth part puts forward policy suggestions; The sixth part is the conclusion.Research results show that only our government set up new concept of Good Governance and turn into a Service-oriented Government, can it play the macro-regulator well and properly locate its roles.
