Research on the Evaluation Index System of Undergraduate Teaching Team Building Level

Quality is the lifeline of the survival and development of universities, and the quality of undergraduate teaching is the top priority. Since the mid-80s of the 20th century, the quality of worldwide higher education, especially of undergraduate education, has been declining in some degree. Since China implemented large-scale enrollment of higher education policy in 1999, the uncoordinated contradiction between scale and quality has become increasingly prominent. In the case of teaching staff shortage, we have to find a breakthrough from the teamwork in order to constantly promote the quality of teaching. In 2007, the Ministry of Education proposed the requirement of "strengthening undergraduate teaching team building" in the implementation of the project "undergraduate teaching quality and teaching reform in institutions of higher learning".Until 2010, a total of 888 state-level undergraduate teaching teams were built. Cooperation mechanism of teaching teams is conducive to yielding greatest scale returns on good teaching resources, constantly promoting undergraduate teaching quality, and enhancing the overall level of faculty building. Teaching team as an innovative technique of grass-roots teaching organization, can be called a teaching paradigm revolution in higher education. With the accelerated process of teaching team building, it is particularly important for us to build a scientific and reasonable evaluation index system to assess its building conditions regularly, thus to ensure its sustainable development.On the base of domestic and international existing research results, this paper firstly defines the content of undergraduate teaching teams that a good undergraduate teaching team should consist of clear teaching objectives, good division of labor and cooperation, rational team structure,teachers with complementary skills, appropriate team size and self-management; it also elaborates the management theoretical basis for the teaching team building, including organizational collaboration theory, people-based management theory and learning-group theory; then the paper probes into the evaluation model of teaching teams, including the development-based evaluation model,CIPP model and 360-degree feedback model; According to the Ministry of Education’s undergraduate teaching evaluation index system and the basic requirements of building undergraduate teaching teams, the paper initially designs evaluation index system of undergraduate teaching team building level, including five first-class indexes, eighteen second-class indexes and fifty third-class indexes. Secondly, it makes two rounds of expert advice by Delphi method. The results of statistical analysis show that recovery ratio of consultation tables in the first round is 65.91%,86.21% for the second round, indicating that the experts involved in the project are still relatively high positive; proved significant by chi-square test, experts’ coordination coefficients for the two rounds are 0.22 and 0.20, showing that experts reach a high level of coordination about the views on all indexes; experts’evaluation authority in two rounds varies from 0.7 to 0.9, which shows that judgments of all indexes by experts are highly reliable. On the basis of the second round expert consultation, some of the experts are selected and AHP is used to judge the weight of each index. Among all the consistent rates of the total order, the highest value is 0.0961, the lowest value is 0.0000, namely all the consistent rates of the total order are less than 0.10, indicating that experts reach a high agreement on the judgment matrixes.Through the two rounds expert consultation, this paper ultimately builds up evaluation index system of the building level of undergraduate teaching teams, which consists of four first-class indexes, fifteen second-class indexes and forty-one third-class indexes. Finally, combined with the partial indexes, the paper analyzes the building conditions of national undergraduate teaching team of agricultural and forestry universities from 2007 to 2010, finds out the problems and puts forward corresponding countermeasures.
