Coal industry is the main industry in China’s energy production, and the state shall be one of 9 big key energy industry, the overall energy efficiency for about 28%, efficiency is low, the low energy efficiency than 4%, low than developed countries more than 10 percent. And with the coal mine several meets, working faces promoting continuously, the increasing mining depth of roadway and excavation outspread, coal production energy consumption per year still growing around 4%. This shows the coal enterprise energy conservation and emission reduction task quite formidable.At present the coal enterprise energy conservation and emission reduction evaluation, this paper takes less sustainable development theory, the circulation economic theory, ecological economics theory as the theoretical basis, and analyzes the energy saving and emission reduction coal enterprises in the major achievements have been made and the existing problems and analytic hierarchy process (AHP)-fuzzy comprehensive evaluation method to establish the coal enterprise energy conservation and emission reduction evaluation system. In the first, the system set including energy saving and emission reduction system index target strata, criterion layer and index layer. Indicators include energy index, pollutant emission reduction index, ecological protection index, energy efficiency, energy saving and emission reduction comprehensive index, personnel management, energy conservation and emission reduction technology popularization and innovative research applications 6 primary index, coal production water consumption, coal production power, coal energy plan, etc, festival 8yearold open pollination progenies 28 secondary indexes. At the same time, this paper adopted AHP-fuzzy comprehensive evaluation method, the method of establishing evaluation index established each index weights and membership, evaluate objectively by fuzzy matrix.Based on XinMen mining group as an example, this paper makes an empirical analysis of the coal enterprise by building energy saving and emission reduction evaluation system, and puts forward the construction of strengthening leadership, energy saving and emission reduction targets; strictly implement Strengthening management, accelerate energy saving and emission reduction formulation and perfecting the coal industry standard system six specific Suggestions and countermeasures.
