Study of the current science and technology policy impact on basic research

The21st century, knowledge has become the most important factors of production, the source of basic research as a new knowledge and new inventions, technological innovation on the basis of the competitiveness of a country has an important impact.Through the analysis of OECD countries, investment in basic research, combined with the funding of basic research investment, source of funding for basic research activities of executive departments and human resources analysis of the situation, summed up and summarized in our current science and technology policy of the main problems. Under the guidance of technical rationality, the proportion of GDP, funding for basic research in China is significantly lower, the absolute value of the point of view, China’s investment in basic research with the United States the gap larger.BR under the guidance of the lack of humanism feelings and technology-oriented, system loss allowed and the crumbling of values has led to short-term interest, quick success, light weight efficiency, quality, impetuous atmosphere of increasing prevalence, which seriously affected the sound development of basic research, affect the construction of innovative country and original innovation capability.For the above problem, this paper draw on relevant experience and theoretical research results, proposed to increase the financial investment and intensity of development of basic research, expand the input channels, and increase funding for basic research; improve the basic research employee training and incentives to improve the academic accomplishment of researchers to improve the treatment of researchers, to strengthen the construction of basic research personnel; to establish a scientific and rational allocation of research funding system and performance evaluation system, to create a favorable institutional environment for basic research suggestions.
