With the increasing warming of the global climate, more and more extreme weatherphenomena appear. For example, in2010maximum wind speed of super Typhoon "catfish,"reached72m/s. It exceeded the wind resistance capacity of many offshore installations. Inorder to ensure the staff safety and reduce the facilities structural failure, as well as thepollution, the actual wind resistance capacity of facilities should be evaluated. The maincontent is as follows:1. Through comparing a variety of probability distribution function finally three parameter Weibull distributions is determined to carry on the parameter regression analysis to the extreme sea condition.2. According to the API2A standard, platform limit wind resistant ability is divided into two stages: maximum allowable working conditions and critical conditions. Structural strength analysis is carried on overall structure of the platform. Further the technical support for emergency predetermined plan dealing with the ultra strong typhoon is provided.3. The influence to the platform wind resistant ability influence by upside module reduction, cleaning up the sea creature on legs is studied. Through comparing with the calculation result of common condition, the influence factor of platform wind resistant ability and the approach dealing with the ultra strong typhoon is summarized.4. Finally according to above calculation results, the dangerous position of platform structure after the ultra strong typhoon and the important examination area is summarized, and emergency predetermined plan dealing with ultra strong typhoon is formed.
