With the development of market economy and China’s press and publishing industry’s reform and opening, China’s newspaper market has become the world’s largest market for distribution of the total.However, network media, represented by new media has brought more and more to the newspaper’s challenge, the growing integration of mobile networks and the Internet, people access to information and reading habits have been different from the past, newspapers had to face the loss of readers, issued fewer and advertising growth decreases. Meanwhile, the news publishing industry "business transfer company" to further accelerate the reform, the newspaper industry is growing degree of market economy.In this context, the development of newspaper marketing strategy is becoming increasingly important. The Chinese People’s Political Consultative Conference Newspaper(Abbreviation: the CPPCC newspaper) After nearly 30 years of development, newspapers, advertising and marketing has made great progress. However, with the market requirements and development needs of the entire media industry there is much room for improvement.Although the domestic and international marketing theory on a more comprehensive, but a relatively small newspaper marketing. To study the issue and help guide the development of the CPPCC newspaper business, newspaper marketing rich empirical research.
