Along with the fierce competition in China railway construction market, engineering project risk management became to be one of important symbol for railroad construction management level measurement. Engineering Project risk management became to be a hot spot domain in modern engineering project management study. It is a significant content of engineering project management. As the important symbol for railroad construction management level measurement, it is the key to determine whether the project would succeed or not. It also an initiative measure to enhance the control level on cost and time control accuracy and quality control level. It is a key factor to determine future core competitiveness of project management and the only way to gear to international conventions.Construction project is carries on in complex nature and social environment. Its construction is a productive consumption process which has long cycle, large investment, complex internal structure and extensive external relations. In the whole process, there are massive elements of uncertainty. Risks caused by these uncertainties would frequently affect smooth implementation of engineering project. This article first introduced the classification and characteristic of risk, engineering project management’s characteristic, flow path, foundation as well as present research situation at home and abroad. Then, it discussed the characteristic and process of engineering project risk management, especially for the identification, evaluation and solution of risk.By unifying the theory of modern risk management and reality of our country’s railway construction work, it proposed the concept of railway construction turnkey project risk management and constructed construction project integrated risk management model of Luozhan track line ZH-1section. It constructed the risk management appraisal indicator system from the risk constitution factor’s angel, established a risk management analysis evaluation model based on multilevel fuzzy comprehensive evaluation, and solves the engineering project risk analysis appraisal quantification problem.Author tried to find out existing problem in our country railway construction management from the angle of project risk management through the research on construction project risk management model of Luozhan track line ZH-1section. He also proposed improvement measures on corresponding project risk management and attempted to solve the nonstandard problem on our country railway construction project risk management.
