As the essential basic natural resource for human survivals, water is closely linked with human living and production activities, and is one of the most important factor restricting the natural environment, human survival and development. During the long-term period of using water resources, people excessively pursuit of the social and economic benefits brought by water, but ignore protecting the stability of water ecosystem, which results in the loss of the ecological value of water resources. Especially since from the1970s, with the rapid economic development and population growth, socio-economic water diverted that for ecological environment, which deteriorating the worldwide aquatic ecosystems and the level of achieving the aquatic ecosystem service functions has a serious decline. So, to understand clearly and carry out a scientific evaluation of the water ecological service function, is great significant to solve the contradiction between the aquatic ecosystem and human needs.As an important part of the aquatic ecosystem, river ecosystem supplies the basic resources and power protection for the progress of human civilization and the development of social economic. It has a pivotal affection for the sustainable development of society that If the river ecosystem can supply sustainable service, So, from the perspective of regional sustainable development, it is extremely significant to study the river ecosystem service functions. The Han River is the largest tributary of the Yangtze River, supplies water resource to basin urban, the rural North Water Transfer Project and the Han Ji-Wei works cited. With the growth of water using caused by economic and social development, as well as the North Water Transfer project is completed diversion in2014, the water resources and aquatic environment of the middle and lower reaches of the Han River will face greater pressure. Therefore, it is necessary to study river ecosystem services function evaluation of the middle and lower reaches of the Han River.The fundamental requirement of "the scientific concept of development" is the "people-oriented", which is the starting point for the development of the whole society. As the object of the river ecosystem service, the public assess the level of ecosystem services by perceptual contrasting of their own quality of life and the expected state of. When the public accept the ecological services, they use awareness to guide action, thereby affecting the river ecosystem services. In view of this, adding the public service functions satisfaction evaluation is very necessary on the study on the evaluation of the river ecosystem service functions.Based on previous studies, using factor analysis and non-parametric analysis, this paper builds evaluation system of the river ecosystem service functions based on public satisfactions, and study the middle and lower reaches of the Han River Basin as empirical research object, details as follows:Chapter1First of all, illustrate the background of the topics from the important role of water for human survival and development and the importance of the assessment of river ecosystem service functions. Then, introduce the meaning of the topics from both theoretical and practical point of view. Lastly, introduce the research details, methods and technology roadmap, and finally the innovation of this paper.Chapter2This chapter describes the theoretical basis and technical support for the river ecosystem service functions of public evaluation system built. Firstly, cut from the theoretical study of the ecological value, state the content, classification and evaluation methods of the ecological value. Secondly, review the theory of the river ecosystem services functional, focusing on its functions connotation and assessment methods. Finally, the residents of ecological perception theory, expounded the importance of the various stakeholders of the river ecosystem services on the river ecosystem services evaluation, summed up the technical treatment of the theory of development, the application and satisfaction of the public satisfaction.Chapter3Firstly, construct the evaluation index system of12public perception indicators, evaluation system based on the principles of constructing, including river water, water quality, riparian trees and grass, changes in fish populations, heavy fish weight change, entertainment activities suitability, and so on. Secondly, introduce the method of acquisition evaluation index data-survey specific content. Besides the investigation of the basic information of the public, the design characteristics of the public perception of the importance of water resources, as well as the relationship between the public and the river characteristics are included. Thirdly, using factor analysis method to construct the river ecosystem services of public evaluation model, and extract four evaluation factors, including environment factor, product factor, the entertainment factor, cultural and educational factor. Then calculate the performance of the circumstances of the evaluation factors in the basin as a whole and the various regional, and analysis the realization of regional river ecological service function. Lastly, using non-parametric analysis method to compare the differences of different characteristics of public in functional indicators evaluation of significant resistance, and verify that it is rational to weight the data and scientific to evaluate the difference of regional functions.Chapter4This chapter takes the middle and lower reaches of the Hanjiang River Basin for practical application into the built evaluation system. Firstly, introduce the natural geographical and socio-economic profile of the region, also describe7regional survey sample,including Laohekou, Xiangyang, Zhongxiang, Qianjiang, Xiantao and Wuhan. Secondly, apply survey data to the evaluation model, to analyze the function of the realization of the river ecosystem services position of the middle and lower reaches of the Hanjiang River area, and the different achievement of the various functions in the regions. Then, verify the evaluation differences of the public with different characteristics. Finally, make some recommendations to improve the level of river ecosystem services functions of the middle and lower reaches of the Hanjiang River.Chapter5This chapter summarizes the conclusions, the innovation of research of this study, as well as the pending issues for further exploration. The main conclusions of the article including:(1) It is very necessary and has certain practical significance to add the satisfaction of the public perception on evaluating the river ecosystem service functions.(2) The public evaluation system of the river ecosystem services based on factor analysis, can effectively reflect the status, the region advantages and disadvantages of the river ecosystem service functions.(3) The public with the different relationships with the river, living in different regions, have made significant differences in evaluating river ecosystem service functions.(4) The whole level of the evaluation of the middle and lower reaches of the Hanjiang River Basin level is not high. The level of Laohekou, Xiangyang and Wuhan are higher, and that of Yicheng and Zhongxiang are relatively lower. Every region has its own strengths and weaknesses in the functional implementation. It suggests that it is effective to consider the conflicting demands of various stakeholders, to mobilize the enthusiasm of all the people involved, and pay more attention on the functions which should be developed and protected firstly, during the work of managing river ecosystem services.
