As the supporting capacity improved, the market expanded and the still low costs, the foreign direct investment flow into China continuing grow fast. China has more than ten years to attract foreign direct investment most in developing countries, and promote China’s economic grow rapidly. However, with economic development, the demand of the natural resources, especially for energy is mostly enlarged. By backward technology of energy and other factors, China’s energy efficiency only 33%, about 10% lower than the international advanced level. This means that if not effectively controlled, the energy issue will become a bottleneck in China’s economic development. Most foreign direct investment into China’s manufacturing industry into a second, the energy consumption in the manufacturing sector is a large industrial sector, the relationship between foreign direct investment and China’s energy consumption has to pay attention to.In this paper, combined with input-output tables with the Logarithmic mean of Di’s index, establish the model of FDI on the strength of China’s Energy consumption intensity, and then quantify the impact of FDI and other related key factors on energy consumption intensity, to find Which sectors of FDI has the greater influence on China’s energy consumption intensity, and the huge strength to the energy intensity decrease is promote or inhabit.Through the study, found that FDI in different sectors the influence to the energy consumption intensity is differently. But on the whole, the increase of FDI output effect will lead to increased energy consumption intensity, and the FDI industry effect to reduce energy consumption intensity. In recent years, FDI has pour into the financial, insurance, real estate, services and other industry sectors, China should strengthen the investment-oriented of FDI. while optimizing the industrial structure factor introduced also should pay attention to China’s industrial characteristics. Full use of the positive effects of FDI, to minimize its negative effects, optimization of industrial structure, economic development to achieve energy-saving society.
