Energy consumption of the building industry is close to40%of the world’s totalenergy use. Building energy conservation has became the center of the country’s energyconservation and emissions reduction work. Mandate in2010in our country must meetthe requirements of energy saving in new projects, issued the "interim measures for energysaving of fixed assets investment projects evaluation and review". Constructing projectmust be practical and realistic writing energy-saving assessment report for review.Afterapproved by the audit inspection program,the project can be started.Although there are some requests for the report of building energy efficiency in the"interim measures for energy saving of fixed assets investment projects evaluation andreview". But most of the building energy conservation assessment report is not well atreflecting the design of building energy-saving, no effective method to calculate theenergy consumption. For the judgment about the measures of energy saving has onlylimited to the number of energy-saving technology. To remove their own reasons, thephenomenon also with national legal norms is too general and there is not a effectiveguidance method.In this article, through the comprehensive study of building energy saving system,puts forward a way of building energy efficiency evaluation for the industry to explore.Supplemented by practical engineering case to illustrate the operability and the accuracyof this method. Evaluation way calculated on design scheme evaluation, building energyconsumption, building energy saving measures rationality analysis and operationalefficiency evaluation in four steps. Design scheme evaluation in the “standard method”, onthe basis of combination of resources and environment surrounding the project, projectfunction orientation of various energy dissipation systems (HVAC, Water Supply andDrainage, Building Electrical) design form the evaluation; In calculation process, the energy consumption of building energy consumption simulation software and”the factormethod” will instead of the”split”. These methods make the building energy consumptioncalculation process to the hourly simulation actual operating conditions, the calculationresults more close to the actual energy consumption value. Energy saving measuresevaluation link, the article analysis the different environment that the building energysaving technology could be used for, introduces the evaluation methods on the rationalityof building energy efficiency technology application. Finally, the article puts forwardproject need for building operation phase of the energy efficiency evaluation, focusing onevaluating the accuracy of the test theory, at the same time late for building energyconservation diagnosis provides the reference data.Effectively implementing energy-saving assessment, from a macro perspective tostrictly control the building energy efficiency in buildings in China, improve the utilizationefficiency of social energy resources; From the users,they can reduce building operatingcosts, reduce the energy consumption of production and living expenses more than before.Building energy efficiency assessment is great significance in the road of sustainabledevelopment of construction industry in China.To deepen studies key technology energysaving assessment can promote building more from the viewpoint of energy conservationplanning, design, construction, operation, and of great help to the development of buildingenergy efficiency.
