Study on the Relationship between Cultivated Land Occupation and Economic Growth Based on the Decoupling Method

Arable land resources is closely related to the human’s life and production, on the one hand, the arable land is an important resource which is related to national food security, economic security, ecological security and social stability; On the other hand, the number of our people is large but the land is scarce, especially the basic national conditions of arable land resources are scarce and urbanization, accelerated process of industrialization, leading to the "double insurance project" contradictions between the protection of arable land red line and the protection of economic development,which has become increasingly prominent. In recent years, the relationship between farmland occupation and economic development has caused widespread concern and research in domestic experts and scholars.This study is based on decoupling analysis method, selecting the occupation of the amount of arable land and the output value of non-agricultural GDP as the main indicators, and redefined the non-farm GDP, improving decoupling method; adapting the relevant statistics of Wuwei City from1998to2010to research the relationship between farmland occupation and economic development, the main conclusions are as follows:①To study the relationship between farmland occupation and economic development, the paper firstly redefine the non-agricultural GDP, so removed the other class land use the arable land from the arable land occupied, only stripped out the corresponding non-agricultural GDP contribution to the farmland used for construction, avoided the general ways of using arable land occupied contribution to non-agricultural GDP, improved research methods, the findings and reasons of the decoupling is consistent with the actual situation of Wuwei City, which has a strong practical significance.(2)The relationship between ccultivated land occupied and non-farm GDP of Wuwei City and other counties showing a different state of decoupling respectively. And it is mainly characterized by five states:strong negative decoupling, expansion negative decoupled, strong decoupling, recession connections, and weak decoupling. Among them manifested as strong decoupling and the weak decoupling accounted for60%of the number of installments, on the whole four year period in the a strong decoupling state, reflecting in more than four years Wuwei City’s economic development get rid of the development ways at the expense of arable land resources. All Counties and districts, Liangzhou county, Minqin County, Gulang County, Tianzhu County, presenting the decoupled state of7,5,5,4, performing strong decoupling state phases and the weak decoupling state phases accounted for40%,40%,50%,60%,of the number of installments statistics, on the whole there were2,2,4,5term is in strongly decoupled state. Reflecting the economic development of the county district in each year to get rid of the economic growth ways at the expense of arable land resources.(3)The decoupling curves of relationship between cultivated land occupied and non-farm GDP in Wuwei City and other counties showed different changing trends, and showing a different cycle decoupling variation. The decoupling elastic curve of Wuwei City and Liangzhou showing the overall changes in the "M" type, showing a decoupling change state cyclical changes in the "non-ideal state-deformed state-the ideal state", Minqin County, Gulang County, the Tianzhu County decoupling elastic show a "W" shape "V" type,"L" types of changing trend and showed a the different decoupling variation and cycle.(4)The Decoupling elasticity of the relationship between arable land occupation and non-farm GDP in wuwei city and other counties show a big difference have its inner reasons. Firstly, the Economic development level is not consistent in all counties, the Economic development level of Liangzhou city is higher than the rest three counties, second, the strength of performing the relevant policy of protecting the arable land is different. It has a lot to do with the leadership and the personal skills of the leader, the introduction of professional talents promote the economic benign development on some degree.(4)The ideal state of decoupling appeared in Wuwei City and other counties was close, and the reasons of decoupling has two main points:①The national or local introduce stringent farmland protection policy, to intensify farmland protection, increase the cost of arable land diversion, strict control the number of farmland used for construction, to make the construction land in the internal potential ways; at the same time, adjusting the industrial structure, to boost sustainable economic growth by increasing investment in fixed assets and the number of employees in second and tertiary industries, to make farmland occupation and non-farm GDP decoupling occurs.②The local government makes distributed resources gathering utilization in the forms of constructing the industrial park or manufacture park, increasing fixed asset investment per unit area and labor input, changing the mode of economic development, through scientific and technological progress to improve quality and efficiency to promote economic growth, but also make the arable land occupied and the non-farm GDP decoupled.(5)When coordinating the relationship between arable land occupation and economic development, it can also analyses from the decoupling reasons angle of the arable land occupation and economic development, to take appropriate measures in different phases.①In the early stages of economic development, namely the development especially the secondary and tertiary industries rely mainly on the farmland occupation, it can introduce or strict implement the farmland protection policy, intensify protecting the farmland, increasing the cost of arable land diversion, strict controlling of the occupation of the amount of arable land; to make the construction land in the internal potential ways. According to the principle of substitution, adjusting the industrial structure, increasing investment in fixed assets and the number of employees in secondary and tertiary industries to pull the economy continues to grow.②In the advanced stage of economic development, namely the development especially the secondary and tertiary industries not only depend on the cultivated land occupied but also more depend on industrial restructuring and technological progress, it can through local government to transform the economic growth mode, adjusting the industrial structure, enhancing arable land protection, and at the same time, improving quality and efficiency through scientific management and technological progress to stimulate economic growth.
