Civil servants is an important national human resources, whose competency directly determine the status of the government’s administrative efficiency and effectiveness. To strengthen the capacity-building of civil servants is the need of implementing the scientific concept of development, attaining the magnificent goal of building a harmonious society, and the basic project of completing the transformation of government functions.In this paper, on the relevant research of the competency, competency models, and the civil servants competency model, we find in country the research of the civil servants competency model is pay more attention to the competency of leading cadres, while the research of junior civil servants competency study is few, thus try to do the relative research. At the same time, found that most research in defining the concept of competency model appeared biased and remain in the stage of setting out the elements, while did not really grasp the core of the "model".This study will try to explain the constitution of a competency model and the relationship of the competency elements. And combine with a full-fledged junior civil servants competency model and iceberg model, refining sum up covering the knowledge, skills and political qualities and personal qualities such areas as junior civil servants competency model theoretical framework and explain the interaction between components, and thus more in line with competency model formulation. And further to assume a path selection to play the role of the junior civil servants competency model, in order to better achieve the junior civil servants competency model landing and role playing. In addition, this paper is based on the competency model, thus consistent job analysis, human resources planning, selection and recruitment, performance management, training development, remuneration management and career management. To demonstrate the relationship between competency model and the management of junior civil servants, thus realize the integration and coherence of various functions of the module.This paper will not only deepen the theoretical significance of the junior civil servants competency model, but also has an important practical significance of setting up the long-term mechanism of government junior civil servants to enhance competency,human resources management to be scientific. And also for achieving the strategic goals of the junior civil servants individual, team competency upgrading, civil servants management improving and government’s administrative efficiency improving.
