With the growing popularity of mobile phones, SMS rapid development in China, not only in people’s daily communication plays an important role, but also applied to various industries, as for the general customer service means. This project has developed a "community note system" to prevent widely spreading of junk messages through mobile phone effectively, the system is the use of mobile phone positioning technology and signaling detection technology, using highly integrated collection of equipment and data analysis platform, to achieve in a specific region, a specific time, to a specific user groups to send personalized SMS .This paper discusses and analyzes the characteristics of the community note system and application environment, identified implementation targets. Detailed investigation on the system application environment and network size, adopts modular design and builds service creation platform, completed system analysis and design work. Not only able to adapt to network architecture and communication protocol changes, but also adapt to changing application requirements.This article uses the C language and Java + Linux + Oracle combines pairs of platform way to design signaling acquisition-analysis subsystem and SMS application subsystems, solved the key technologies include mobile communication signaling collection, mobile communication network signaling protocol analysis, community note sending and logical application system. Achieved in a particular region, a specific time for specific user groups to provide specific frequency of personalized SMS services.
