Community participation is the foundation of community construction as well as the internal impetus and inevitable requirement of community development. The current rapid development of urbanization has made it a widespread social phenomenon that "being made community" and "farmers are made to be upstairs", which also brought predicament that out of sync between the "substance" of urbanization and human "urbanization" this set for community building and development a serious challenge. In community governance, community groups main composed of farmers in different villages of traditional governance faces a lack of resources and failure of modern governance issues, in this context, Jiangxinyuan community Party committee relies on a strong collective economic and resource dominance under the capable secretary, who advocated the implementation of a "The party member responsibility contract system", which means mobilizing the party’s political identity in the community through the distribution of political power and resources to lead and drive the lead act of community building, it is a feasible try for the integration and re-plastic-based of community governance. This thesis will make a case study of Jingxinyuan community in Wuhan and attempt to explore the frequency, depth, breadth and reasons for differences of the participation in community construction of party members, who have double identity of political model and ordinary residents, in responding actively to the call of the party and the government in terms of carrying out community construction in the face of common political requirements. It is hoped that we can discover the motivation source and the influencing factors of party members’community participation so that we can summarize experience to stimulate party members to take an active and sustained part in community construction in an effort to promote community participation and development.This thesis is divided into five parts. The first part makes an introduction to the raise of the issue, research significance, literature review, research methodology and thought, definition of relevant conception, the theory basis and investigated community introduction. The second part give a background of the propose of Jiang xinyuan garden community responsibility contract system in Wuhan city From the problem and dilemma of community governance. The third part makes a review of the growing progress of the "the party member responsibility contract system" from the community advantage, party committee decision-making and system design three levels. The fourth part introduces the concrete practice of the party members’responsibility contract system and the investigation and analysis, it names that its mobilization ability on different levels of party members and the influence degree, in this part, the author dissects the party members’community participation motivation according to the breadth and depth of participation, participation frequency and community identity.The fifth part tells the positive influence of "the party member responsibility contract system" of party members on participation in the network construction as well as the community construction. The sixth part as a theoretical discussion mainly discusses and thinks that different frequency, different depth of the individual to participate in community construction of party member, the root reason is that the different related interests strength, power, resource distribution of political shape the true purpose of the community participation of party members.
