Modern government must be a more open government. Facing the arrival of global, information and network era, along with the development of civil society, the relationship between government and citizen is being remodeled. In other words, when internal and external environment of government are changing greatly, the idea and form of government management will encounter a new reform and transition that means building an open government with the value of modern democracy which is more transparent and open, flexible and participant. The most important value of open government is that citizens and social organizations can interact with governments at the same level. The key elements that make the open government transcend the transparent government are citizen engagement and collaborative management. Citizen engagement and collaborative management are more and more important in all level governments. What’s more, the demand of citizen engagement is stronger in specific management of public affairs. Open government undoubtedly adapts to this trend, and enhances the accountability and legitimacy of public administration.Firstly, the paper traces the origin of open government from American practice, and inspects the openness in different theories of public administration. In particular, governance theory is an essential basis for open government. Secondly, the paper makes a detailed explanation of the concept of open government, and compares open government with the managerial government and the service-oriented government. Then analyzes four essential characteristics of open government. What essential to explain and understand open government comprehensively is constructing a new analytical framework to divide the dimensions of open government and analyzing the boundary and restrictive factors of open government. At last, on the basis of the abroad theoretical study concerned with influence factors in constructing open government, the paper proposes five basic strategies. This five basic strategies are universal and applicable, and they are a important content of open government in theory and practice.The Third Plenum of18th CPC Central Committee proposed to promote modernization of national governance systems and governance capacity. Open government is a new idea and form of government in theoretical discourse of governance. In essence, the open government not only changes the way of government management, but also transforms the structure of government management from closed rigid to dynamic open. Theory is pilot of action. Exploring the theoretical bases of open government, and constructing the normative theory of open government, are significant to innovate government reform and enhance governance ability of government.
