National system of honors demonstrates the spiritual values of respect for life,talent, knowledge, labor and creation. On the one hand, it is an important approach toensure the objectives of the national talent development strategy, on the other hand,the vivid highlight of core socialist values, contribute to the achievement of socialjustice, promote social harmony.China deepening the reform and opening up continually, under the backgroundof economic globalization, information network, and value diversification, both the17th and18th National congress of the C.P.C. proposed the establishment of nationalsystem of honors. Chinese people have also asked the Government to establish thelegal and institutional which for punishing guilty behavior and rewarding people to dogood, enhance the spiritual values and moral standards of society. Therefore, theestablishment of National System of Honors with Chinese characteristics, it has thesignificance both of theory and reality to making China a modern socialist countrythat is prosperous, strong, democratic, culturally advanced and harmonious.This thesis study focus on the national system of honors and based on theMotivation Theory, Equity Theory and the new public administration theory. Firstly,this thesis analyzes the internal principle and logic of realizing social equity and talentmotivation. Secondly, the concept of national system of honors has been redefined aunified, scientific and institutionalization reward system that purpose to rewardpeople which contribute to state and society.The function of national system of honors are talent motivation and leading ofsocial values, it base on fundamental principle of justice, rule of law and authoritative.This thesis analyzed current situation of reward system, found the issues of China’scurrent reward system that focus on the lack of unified law and management, toomuch award organizations, unscientific system structure, alienation and corruption.To learn the foreign useful experiences through the comparison of thesimilarities and differences of national system of honors between the United States,Russia and South Korea. This thesis first proposed the framework of national system of honors; it is composed of static systems and dynamic operation mechanism. Thestatic systems include the concept, fundamental principle, basic theory and law. Thedynamic operation mechanisms include the management, supervisory and reforms.Finally, this thesis first proposed the suggestion to establish the national system ofhonors with unified law and management, scientific system structure and operationmechanism. This thesis conceived the award management of the classification bytypes and levels, in order to provide the fresh view for establishing the nationalsystem of honors.
