30years of reforming and opening up, China’s local governments carried out variousforms of government performance evaluation pilot jobs, which has made great progress, butstill existing a lot of problems. Incompatible place exists between the current leadership oflocal government performance evaluation index system and scientific concept ofdevelopment requirements, and misleading the leadership team work.As the index is toomultifarious, cannot reflect the hierarchical classification of demand; Generalization of theindicators of economic; Some indicators unreasonable; Too much emphasis on heavydominant performance evaluation and etc. The local government is the direct perpetrator toimplement the scientific concept of development,Performance evaluation index system ofleading cadres is measure of the standard and scale of the cadre achievements, Having adistinct role in guiding, what kind of performance appraisal system, there is what kind ofadministrative acts. So, it is important to establish an effective government leadershipperformance appraisal.In the government leading cadres performance evaluation, the construction of IndexSystem is the core issue, the set of indicators determines the main content and direction ofthe government work. This paper tries to analyze reasons for deficiency in the governmentleading cadres performance evaluation from the perspective of function isomorphism andfiscal points tax index system. Putting forward a theory assuming that county governmentfunctions positioned as the type of social security,municipal government functions positioned as the economic construction type.And underthe theory, to build a more reasonable performance evaluation index system of the leadingbodies of the municipal and county governments.First of all, selecting a more reasonableindicator by literature method; Then,using the Delphi method to select the indicators forsecond time; And determine the index weight by using AHP, finally,forming a refined andeffective performance evaluation index system of the leading bodies of the municipal and county governments
