With the continuously improve of China’s civil service system and thecontinuously implementation of new rural policy, young civil servants has become agroup in township civil service with the rapid growth in the number and the increasingpopulations in the proportion. As the outstanding elements of the Chinese youth andfresh blood in the national administrative body, young civil servants plays a more andmore important role in the management of public affairs and services rely on itsenlightened ideas, perfect knowledge structure and the unique vitality, becomes animportant force in the building of a government under the rule of law, a sunlightgovernment and a responsible government. Therefore, the research on incentives ofthis group is particularly important.This paper take part of the township youth civil servants in Anhui Province forthe survey, use the methods of empirical analysis, comparative research andsomeothers. First of all, this article classified the core concepts relates to youth civilservants and incentives mechanism initially, elaborate on the theoretical basis, andthen carry on a detailed empirical analysis about the incentives status of townshipyoung civil servants in Anhui Province by the way of questionnaires andinterviews,and find out some questions of the incentive mechanism. Finally, based ona combination of relevant literature and the successful experience of foreign, thispaper exlored some reasonable countermersures to complete the incentive mechanismof township young civil servants in Anhui Province, it pointed out that we can perfectthe incentive mechanism of township young civil servants by improving the salaryand welfare of young civil sercants, and establishing a scientific and rational justiceassessment mechanism, and improving the fairness of promotion, and strengtheningthe incentive effect of reward and punishment, and paying attention to the trainingmechanism and the combination of material and spiritual incentive, at the same time,we can also by building the civil servants’ self-incentive and some other ways so as toarouse their passtion for work, and make full use of their enthusiasm and initiative,and raise the people’s public servant consciousness, and enhance the towngovernment’s administrative ability and modern management level, and encourage thecivil servants play the constructor of new socialist countryside.
