With China’s sustained economic growth, urbanization and transition of industrial structure, an increasing number of surplus rural labor forces have continuously flowed to the city. The number of the elderly and children strand in rural areas is also increasing. From this phenomenon, we should not only notice the improvement of farmers’ income driven by the booming economy, but also should attach importance to the series of new social problems results from it, and one of the significant problems is about the Rural Rear Children. The problem of Rural Rear Children is not just a matter of rural areas or a private family matter of rural migrant workers, it has become a focus of concern of society in China’s transition section. To a large extent, the future development of new countryside construction will depend on these rural children’s development. The establishment of education and supervision system of Rural Rear Children not only reflects the construction of New Socialist Countryside and the application of Scientific Outlook on Development, it is also a top priority for child development and social stability. The problem about Rural Rear Children should be solved considering the protection of minors’rights and the building of a harmonious society.The author takes the present status of Rural Rear Children in Jiangyou, Sichuan Province as an example, selects15from40villages and towns of Jiangyou city for investigations, leams about the work of Rural Rear Children in Jiangyou, does detailed research on individual cases, collects all kinds of text documents about the Rural Rear Children such as educational policy documents, compilation of educational management, school development planning, activity records and archives. The author also analyzes the survival present situation of Rural Rear Children, sums up the relevant measures of Jiangyou’s governance on this problem, looks up the other local governance in domestic work and finds out some typical experience in the governance of Rural Rear Children problem. Through these studies, we can find that the current custody status of Rural Rear Children is worrying, and the governance of Rural Rear Children problem is imperative. As a result, the author actively searched China’s governance of Rural Rear Children problem and proposed to establish an education and supervision system for Rural Rear Children which is led by the government, composed by school, society and family.
