Labor dispatch as a new form of employment and employment of our country labor field has had a profound effect, in the process of promoting economic development plays an important role. But, as a result of labor market supply and demand imbalances and supervision does not reach the designated position, the accepting units infringes upon the lawful rights and interests of labor dispatching personnel is often happened. Although the labor inspection department took a variety of regulatory measures, but many problems still exist. Exactly how the labor dispatching supervision effectiveness and problems which need to be solved, there is no a definite answer. Therefore, to construct a set of dispatching supervision effects evaluation index system is very necessary.Based on the labor dispatching supervision of Baiyin, Gansu province as the research object, by literature research, standard analysis and empirical analysis as the main research methods, by "Labor contract law", the labor security supervision regulations as the basis, in combination with Baiyin dispatching supervision problem analysis, put forward the construction of evaluation index system of dispatching supervision research goal, through the index system to control the regulatory process and results, to understand the regulatory situation, found the problem, analyzing problem, so as to solve the problem, the purpose of enhancing the effectiveness of the supervision work.In this paper, the research focused on solving the problem of placement regulation effect evaluation of the technical aspects, namely how to establish a set of evaluation index system, and this what is the content of a set of index system, including the labor dispatching regulation effect evaluation system structure, the framework of evaluation index and index system construction principles, instructions, index evaluation standard and index weight set, etc. Finally, this paper combined with the actual situation of Baiyin labor dispatching supervision to validate the evaluation index system, and based on this study effect evaluation system safeguard mechanism, efforts to make it operable and effective. At the same time, through this article research results and the analysis of the shortcomings, to other scholars and interested in the regulation of labor dispatching labor.
