From2003, Wuhou District of Chengdu has taken some active measuresto advance the balanced development of regional education in a high level. Over theyears, the qualities of regional education have increased gradually. Each school hasentered the development of conotational characteristics and emerged in large numbersof art school. With this, the music education has a great prosperity and development inthis land. However, owing to the speciality of music education, the historical reason ofschool, the sense and attitude of different music teachers and the different situations ofthe students, the music education in our district has some actual problems. Theproblems: the music teachers have a backward educational sense and concept; they havesimple and traditional teaching methods; the practical activities aren’t promoted atschool; the quality about music among students is quite different and so on.In2011, the National Ministry of Education drafted “the new standard of musiccourse during the compulsory education”. The standard required the music teachershould learn continuously and apply the modern education technology. With the greatprogress in the curriculum reform of basic education, modern education technology hasbecome the necessary teaching skills. In the actual situation, continuously studying andproperly applying the modern education technology not only renew the educationalconcept but also make the teaching skills more colorful. In these ways, the teachingresources have been increased, the students will have more interests about music course,the quality of music will be enhanced and the quality of music teaching will beimproved in our district. Because of these. My paper applied lots of information, survey, communication inteaching and examples. Under the balanced development of regional education in a highlevel, I have an exploration of the theory of the modern education technology andpractical study. In order to improve the quality of middle school music course and takean active and effective work about realizing the balanced development of regionaleducation in a high level.The paper mainly has three parts:The first part:The balanced development of regional education in a high level andtheory of the modern educational technology.The second part: Taking the music course in the middle school of Wuhou districtas an example, I have a survey and analysis the reasons.The third part: For the application of modern educational technology in middleschool music course, I have a teaching research and case analysis and put forward mypoint of view and suggestions.
