In recent years, the foundation education of our country often consults that of the US, and benefits a lot. But at the same time, we are confused by the American education and even misunderstand. Recently, our foundation education of foreign students has a very narrow range of recruitment, often limits in Asian areas, such as Mongolia, Korea, Japan, etc. This is the large hinder of data collection. But the writer herself has several years’working experience in this area, and has widely involved in. the problems will be handled inevitably.This research will start from the research of policy, management, organization, personnel, target management of the foreign student in foundation education stage. Before, the foreign student education of Huhehot National Experiment School followed the education of adult foreign student education of the universities, and adopted the teaching materials for the foreign student with English background. Those hardly suit for the foreign education of Huhehot National Experiment School. The target of this research is to find the rules of foreign education in foundation stage.Firstly, this article explained the question marks and target of the research. Nowadays, more and more foreign students from all over the world came to China to study Chinese and the other knowledge. They often have two reasons, one is the demand of communication to China, and another is the abundant education resources in China. The basic target of this research is to find the theory evidence and practice plan for the foreign student education in foundation stage.This research adopts the questionnaire survey in60students of4classes. The sample students are included in the students from Mongolia and Russia. The grades are elementary class, primary class, top class. Ages are from8to 18. Tender ratio is40:20. The61questions are focus on language level, education concept, education method, and education management.According to the result of the questionnaire, the article gives13conclusions from4aspects, and gives the suggestions and solutions. The summary suggestion is that the school should convert the education management and education concept, from closed type to opened type, so as to the relevant education method, education means and management models.Finally, the article gives the shortage and the prospect of this research. It considers that the international communication will be accelerated with the deeper reform and open of China. The international economic and cultural contact will be thorough. The international education will be the future tendency. This research is the first exploration of the area, will have a lot of shortage and limitation. We hope that this research will have a new step with the development of the international education.
