Content:In order to solve the problem that there is a lack of teachers and the overall quality is low in the rural areas, the Ministry of Education decided to carry out the plan from2004,the plan named "Master of rural school education teacher training program"(in short,"plan of master teacher").The plan is to recommend rural teachers to study for further education without taking the examinations, under the guidance of "master plan", It will encourage and attract a lot of excellent graduates to serve the countryside and it is an important way to develop the teaching mode innovation, which creates a large number of high-level backbone of high quality teachers. However because of the reality of the gap between urban and rural areas and the complexity of the rural education, some problems will exist in the process of the plan, such as tough master’s degree admissions, poor enthusiasm of related units, low-guarantee of training quality and the erosion problems of the rural education improve masters. In order to carry out the plan better, we should boost the enthusiasm of the relevant units and strengthen monitoring. At the same time, the two schools had better combine to improve the quality of them. What’s more the related units should make an effort to improve the rural working environment, increase the treatment of payment to keep the rural teachers stay long in the rural areas.
