Abstract:Since1987the former State Education Committee issued the pilot recruiting high-level athletes in some ordinary colleges and universities, the ball game as a key project, including basketball, has been placed the strategic status which is given priority to development. In the universities and colleges, basketball development has made great progress. But comparing China’s college basketball level with that of the world sports power, there is still a huge gap. The goal to improve college athletes’competitive level and make them became the reserve forces of the national team quickly, which was determined by the Ministry of Education and the State Sports General Administration when they decided to set up high-level sports teams, has not been achieved.In this paper, literature, expert interviews, questionnaire survey, mathematical statistics and other methods are used. On the basis of the comprehensive surveys of the development status quo of Higher Level Basketball Team of ordinary colleges and universities of Sichuan Province, an attempt is made to identify restricting factors of the development of Higher Level Basketball Team of ordinary colleges and universities of Sichuan Province and propose targeted countermeasures, in order to provide the necessary theoretical supports for the development of Higher Level Basketball Team of ordinary colleges and universities of Sichuan Province. The main findings are as follows:The ordinary colleges and universities in Sichuan pilot to set up the high level basketball teams, and the main target is for "enhances the school well-knowness" which has certain difference to the goal set by the Education Committee. There is no significant difference between athletes and CUBA players in the average height and weight, but physical suffering. Most athletes have just been training for5to6years, and most are level-2athletes. Most coaches are30to49years old, mainly hold a Bachelor’s Degree. Lecturers account for50percent, and the participation in the training and learning opportunities are reasonable.The high-level basketball of Sichuan ordinary colleges and university is still in a trial period. The colleges and universities with a high level team are less. The scale is small, and the development time is short. More than one half of the players think that the school management system is general.The high level basketball athletes of Sichuan ordinary colleges and universities study specializing mainly in the liberal arts. Athletes’study time is seriously insufficient. And there are many factors which affect the athletes’study. Here are the top two factors. One is that they are not interested in what they study and don’t want to study, the other is that the training and competition cause the body to be weary, and without energy. The training enthusiasm of athletes is ordinary. Among the factors that affect training attitude, the top three are "lack of incentives" and "cultural learning pressure".The school venues and facilities are good, and basically able to adapt to the training of high-level sports teams. But the source of funding is a single channel, relies mainly on the appropriation for schools, and has not formed a socialized, market-oriented road.
