With the rapid development of information technology, the software industry hasbecome an important profit growth point of China’s economic development, and thecompetition among software companies increasingly fierce. Quality of project costmanagement is the important means to gain competitive advantage and maintain rapidand healthy development. Banking is one of the biggest beneficiaries of informationtechnology, and the proportion focusing on the software development projects of bankbusiness is growing. Online banking system involves a large number of businessprocessing, so online banking system class software development project accounts for aconsiderable proportion in the bank’s software development projects. As businesscomplexity, high technical requirement, length project cycle and large capitalinvestment of such projects, project cost management is difficult. How to carry out suchprojects with accurate cost estimation is particularly important for banks and developers,and it is the core issue of this paper.This paper analyzes the online banking system development project characteristicsand development process, and discusses software project cost management and costestimation theories. By comparing a variety of methods of the cost estimation and thescale measure, and combining with online banking system development project statusand characteristics, I determine to take the COCOMO II model as the based model ofthe online banking system development project cost estimation, and take the IFPUGfunction point measurement method as online banking system development project sizeestimation method. But COCOMO II model and IFPUG function point measurementmethod are flawed, they may result the big deviation between the estimated value andthe actual value. And they don’t well reflect the characteristics of online banking systemdevelopment projects. Therefore, I study and improve the economies of scale factorsand cost drivers of the COCOMO II model, and quantitative and increase systemcharacteristics of IFPUG function point measurement method. The new model is not sosubjective, and it fits the latest information technology development and online bankingsystem development status quo. I eventually develop an improved COCOMO IIestimation model based on IFPUG function point measurement method. Finally, Ichoose a typical online banking system development project, and use the unmodified and the improved COCOMO II estimation model based on IFPUG function pointmeasurement method to estimate its cost. Through comparing the project’s estimatedworkload with the actual workload, analyzing and summarizing comparison results, wecan see that the improved model estimates more accurately and it is more suitable foronline banking system development project cost estimation.This research and practice proves that the improved COCOMO II estimation modelbased on IFPUG function point measurement method has effectively improved theshortcomings of the original estimation model and method, and it is adapt to onlinebanking system development project characteristics, and it can better estimate the costof such projects. It can be widely used in the future.
