University is the place where knowledge is carried on, spread, applied, collected and innovated. Modern university assumes the task of knowledge innovation. With the digitalization of academic successes, there are losses of research findings in the university in various degrees. With the gradual digitalization of common documents, courseware and final reports are all digitalized. However, personal and small scale storage is not secure and cannot be kept for a long time. Furthermore, the disorderly and incomplete collection and storage not only waste the teaching staff’s time but also go against the personal knowledge management. Therefore, it will be beneficial to establish a dynamic and integrative system of storing and spreading academic resources.This project aims at researching and designing an architecture model for the web-services platform of knowledge innovation by applying modern information theory and technology. The biological information science of Sichuan Agricultural University is taken as the experimental subject to display the design conceptions and computing techniques involved in building the web-services platform of knowledge innovation. The main ideas and results of the project are as follows: (1) Systematic platform design:on the goal of knowledge innovation service, the research designs an architecture model for the web-services platform of knowledge innovation by combining the technological conceptions of Web2.0, adopting B/S architecture model and following the standards of information technology both at home and abroad. It achieves functions as automatic collection, process and sorting of information resources, live distribution, full text retrieval, user management, knowledge mining, aggregation, analysis and evaluation, and intellectual property protection. It is a highly-advanced and practical knowledge service platform with data integration standard and innovative functions.(2) Data resource construction:the concerned technological specifications are formulated for data resource collection in terms of scopes, types, sources and standards. Academic literature database (including journal articles at home and abroad, scientific dissertations, conference papers and academic monographs etc.), scientific findings database (including scientific and technological achievements, scientific research project initiation, honors and awards, patented products and new species of animals and plants), research institution database and user management database are created. The system supports file formats as files, pictures, multimedia, and the shareable database with standard specifications which is accessible to automatic real-time information updates and release. At the primary stage, database with more than30,000data related to the teachers in SIACU has been set up, of which more than85%full-text download have been achieved.(3) Construction of web-service platform of knowledge innovation for biological information science of Sichuan Agricultural University. The database of biological information science of Sichuan Agricultural University is being constructed as an open and innovative web-service platform for university knowledge. Its achievements verify the feasibility, scientificalness and advancement and innovation of the architecture model. It provides universities with a practical information service platform with comprehensive system, advanced technology and integrated functions to innovate scientific research and discipline construction and management. It is beneficial to the concentrated management, preserved collection and perpetual storage of the university knowledge capitals. The concentrated display, spread and share of the university knowledge capital will constitute one of the major part in the future university institutional repository. So far no research at home or abroad concerns the open and innovative web-service platform for university knowledge. The exploration on the web-service platform of knowledge innovation for biological information science of Sichuan Agricultural University fills gaps in the database development and research in university knowledge database.Knowledge innovation service will be a hot issue that most researches focus on for a long term. Many academic areas will be involved in its profound study. Problems as how to deal with the protection of intellectual property, how to open and acquire information resources and how to protect the researchers’rights are intertwined and should be solved. Further study shall be made to expand data resources and optimize services so that the system could play an active role in the university knowledge innovation.
