At present, the large amount of properties loss and casualties have been made by the fireeach year in our country, the timeliness and accuracy in rescue by the fire-fighting departmentwhich are directly related to people’s life and property security. Establish the fire-fighting taskdistribution system which can provide a quickly dispatching rescue decision, a quicklydistributing task, a flexible querying information and practical and efficient, has importantsocial significant and economic value.In order to improve the decision-making level and response speed of the fire-fightingdepartment, according to the current situation of task distribution and business needs,fire-fighting task distribution system model is established based on the Client/Serverarchitectural pattern. By the use of the modular design ideas and low coupling interaction,fire-fighting task distribution system structure is designed based on Android platform.According to objective conditions like the burning area, burning volume, type of fire andother target informations in the fire accidents, and fire-fighting power distribution, the level offire is set by effective reasoning and decision analysis based on the Jess tools, thecorresponding polices dispatch and task distribution scheme are set. Core function modules ofthe fire rating decision Jess expert subsystem, database subsystem, fire-fighting task ordersdistribution and the client application subsystems are designed in detail, the reasonabledistribution of the fire power and balance adjustment are realized. By making use of theSocket communication specification based on Web technology and the Android platformdevelopment technology, while making use of the Java language and MySQL tools to realizethe development of system core function modules based on software development ideas ofhierarchical modular. The test environment is built based on Dell PowerEdge T610server andHTC One v mobile phone, and the server and mobile terminal software are undergone the needed tests. Test results show that the system server and mobile terminal function are normal,operation is stable, human-computer interaction is good, which can meet the requirements offire-fighting task distribution, the expected design goal is achieved.
