With the development of network information technology, E-government isbecoming the direction of government administration reform; it lets local governmentget rid of the restriction of paper. Through the construction of portal website, localgovernment can deal with official business electronically; therefore it can sendinformation and services to citizens and firms more quickly and efficiently. As the“main window” of government, portal website connects government and society. Soits construction has an effect on both government’s image and quality of work.However, the security issues of portal website are becoming increasingly seriousat the beginning of China’s E-government development. The general network securityhidden dangers such as Hackers, virus and Trojan are threatening the safety of portalsystem. Web tampering and information disclosure have imposed bad influence onboth government work and the whole society.Therefore, this thesis mainly analyses the issues faced by the local government’sportal website, then presents corresponding solutions. The framework of the thesis isas follows:Firstly, considering the security issues of the local government portal websiteconstruction, we have analyzed the security features and requirement of portal’sphysical layer, network layer, host layer, application layer and data layer. Accordingto the situation of China’s government portal, a strategy based on PDRR (Protection,Detection, Response and Recover) model is given. It can ensure the safety of localgovernment portal through safety protection, intrusion detection, response andrecover technologies.Secondly, we present the layout of system security strategy which emphasizesnetwork traffic evolution and antivirus technology. Since there are dozens ofaccess interface of government portal website, the protection equipment of networksecurity adopts bypass access. In order to realize the purification of network traffic,we use skills to detect, shield and filter multilayer attack traffic; consequently thesystem of the network can operate normally. In addition, the strategy contains activedefense system which is able to “check at all levels, control centrally, put preventionfirst, protect portal as well as kill virus”. Above all, the security strategy sets up anefficient system which can detect and remove virus. The advantages of the strategy are as follows:1) the bypass access is flexible;2) cluster techniques improve itsperformance;3) advanced protection algorithm;4) prevent all kinds of attacks andviruses effectively.
