From the perspective of the retired personnel’s information needs, and analysis their satisfaction is a way to promote the expression of their needs,and is the key point to raise their awareness of information needs. It is also in line with the reality that peole participate in social development and construction. With the increase of the retired population and the growth of the information needs of public welfare, the information needs of many people is difficult to meet. So, to study the impact of the welfare satisfaction factors in the perspective of retired personnel, and mining the evaluation indicators of public welfare in order to build a scientific evaluation system and put forward practical strategies and recommendations is really necessary.This article studies the city retired personnel’s welfare satisfaction. Based on the perception of the retired personnel, the auther have read extensive literature at home and abroad, and clearly defined related concept. while also drawing on the theory of customer satisfaction and public satisfaction. And obtained the evaluation indicators through a combination of interviews and questionnaires, it establishes a hypothetical model, and through empirical analysis, at last, it builds a evaluation index system of city retired personnel welfare satisfaction. The system is divided into four dimensions, including the dimension of content of the public information and perception, public information services and perception, access procession to public information and personal characteristics and percepion. On verifing the results of the questionnaire data, it uses the method of factor analysis, and then correct the hypothetical results, and ultimately obtained a more reasonable evaluation index system.The four dimensions mentioned in the evaluation index system summarized the factors that affect the welfare satisfaction of retired personnel from different aspects. It contains almost most of the indicators. For example it has indicators summarize from the information content itself, indicators from the welfare services of public information agency, indicators from the access procession to the information, as well as indicators from the retired personnel’s own personality, thus the index system is more comprehensive and complete. Combined with the purposes of this study, the paper respectively proposed strategies and recommendations to improve retired personnel welfare satisfaction according to the four dimensions. At last, it concluded a few conclusions of this study, and pointed out the limitations and the outlook for the future research.
