In the background of global financial crises, the world economic is recoveringslowly.In order to find the new economic growth point, and seek a balance betweeneconomic development and environmental protection, governments have focused onlow carbon economy, and green New Deal became various countries’ core strategy ofeconomic policy. With global urbanization level’s unceasing enhancement, the urbanareas became economic subject and population accumulation area of various countries.According to related statistics, people who live in cities around the world in2010have already been accounted for50%of the world’s population, and will keepcontinuous rise. City is not only the core area for human political, economic andcultural activities, also is the energy consumption high strength area. Because the citywith a high population density, concentrate resources, facilities inte nsive etc, the cityhas always been the pioneer and subject of global low carbon tide. City will play adecisive role in dealing with global warming and greenhouse gas emissions;meanwhile, the city is also the base of policy and system innovation. Urbanautomobile passenger transport is absolute transportation CO emissions subject inglobal road. The development of low carbon traffic is an important measure to realizethe ecological and social sustainable development; governments are activelypromoting the development of low carbon traffic. Countries have issued a series ofpromote low-carbon transportation development policies, develop the urban lowcarbon traffic has become a global consensus.This paper will use a combination of various analysis methods of managementscience, game theory, economics theory, and from different angles to explore lowcarbon traffic development problems, defects and reasons in urban cities. Through theanalysis and the reference of foreign city development low carbon traffic p olicies, andsummarizes its experience and lessons, unifies our country the development of lowcarbon traffic planning and the actual development situation, putting forward somerelated countermeaqsures and suggestions for the development of urban city’s lowcarbon transportation development.
