As the events of Chinese waste cooking oil refluxing in the table frequentlyoccur, China has gradually increased the importance of processing waste cooking oiland joined the team of recycling waste cooking oil. In the world scope, Japan is themost famous country which does well in recycling and re-using waste cooking oil.In Japan, at the beginning, there are kinds of dealing with the waste oil, such asbiodisel, detergent, soap, glycerin and so on. After making many researches, thegovernment decided that the waste cooking oil would be mainly used to makebiodiesel. Through the cost-benefit analysis on Japan recycling waste cooking oil tomake biodiesel, we can get some policy recommendations from the starting point ofChina. Implementing Japanese excellent ways in China has very important practicalsignificance in maintenancing Chinese people’s food safety and protecingenvironment.Japanese government and enterprises are taken as the object of study. First ofall, the reason why Japan recycled waste cooking oil is simply analyzed. And themain process of recycling waste cooking oil is also researched from the businessperspective. Then the policy supports government gives the businesses areresearched from government perspective. In the second, on the basis of governmentpolicy supports, when analyzing the cost of recycling waste cooking oil forproducting biodisel, the cost of this project should be divided into two partsincluding government cost and business cost. In the third, when the benefit of Japanrecycling waste cooking oil to producting biodisel is analyzed, the benefit will alsobe divided into two parts, which include government benefit and business benefit. Inthe end, after researching the integrated cost-benefit of Japanese recycling wastecooking oil to make biodisel, we can find the situation of Chinese waste cooking oiland control measures which need to be consummate in many aspects. Therefore,according to the situation of China, some policies will be concluded, which mainlyinclude food safety perspective and environmental sustainablity perspective.
