The eighteenth of the communist party of China reports that wemust scientifically plan urban agglomeration scale and layout,Strengthen industrial development, absorbing employment,population agglomeration and public services functions of the smalland medium-sized cities and small towns. Under the background ofurbanization,the metropolitan area is the main form in our country, tomeasure and classify scientifically industry development, publicservices, absorb employment, population agglomeration functions ofsmall and medium-sized cities in the capital economic circle, andpropose the key path of promoting different types of cities functionsare of great significance for promoting the healthy development of thecapital economic circle, improving the quality of urbanization,promoting the coordinated development of large and medium-sizedcities.This thesis selects the small and medium-sized cities of the capital economic circle with2006~2012years as the research object,the cities functions are estimated and classified from the fouraspects,such as population agglomeration, industrial development,employment and public services functions, according to the researchresults, suggestions of improving the cities functions are given.Small and medium-sized cities functions are measured from fouraspects, such as population agglomeration, industrial development,employment and public services. Population agglomeration functionsare measured with the population of built-up areas; industrialfunctions are measured with the second and third industrial outputs;employment with employed person of the second and thirdindustries; public services functions with budgetary revenue of thelocal government, the hospital beds, doctors, regular secondaryschools of every million people owns, the ratio of teachers andstudents in ordinary middle schools and primary schools. Using theseevaluation indexes, small and medium-sized cities functions areanalyzed in2006~2012.Clustering of small and medium-sized cities makes populationconcentration, industrial development, employment and publicservices four first-class indexes as variables, corresponding smalland medium-sized cities for the object of system clustering analysis,we mainly make small and medium-sized cities classification on the 2006and2012, clustering results show that the cities are of littledifference categories in different years, the relative strength of citiesfunctions can be distinguished, cities functions have a negativecorrelation with the distance from the central cities. Basically smalland medium-sized cities which are close to the central cities (Beijingand Tianjin) have strong functions, small and medium-sized citieswhich are away from the center cities have weak functions.The main conclusions of this paper include that cities functions ofsmall and medium-sized cities are weak compared with other scale ofthe cities in the capital circle; small and medium-sized citiesfunctions of the capital circle strengthens unceasingly; small andmedium-sized cities functions promotion relies on the expansion ofthe mega cities. Finally, countermeasures and suggestions are putforward to improve the cities functions, such as to expand the areasof the county-level cities in the capital circle; to speed up the reformof the household registration system for improving the functions ofagglomeration of cities population; to promote the industryspecialization, clustering development of small and medium-sizedcities; to strengthen infrastructure and public services supply in smalland medium-sized cities; large and medium-sized cities, small townsshould develop toward the benign interaction; different types of citiesshould be classified for improving cities functions.
