The Analysis of Project-oriented Enterprise Program Management Performance Evaluation

The main objective of this research is designing a project-oriented enterpriseprogram management performance evaluation index system, combining AnalyticHierarchy Process and Data Envelopment Analysis to construct AHP-DEAcomprehensive evaluation model, testing the model with example, and with the aid ofEXCEL programming Solver tool to solve the model.First, this paper did a lot of literature research. Through the summary the status ofresearch of program management basic theory, research of program managementresources allocation, research of program management organization and operation andresearch of project management performance evaluation which related to programmanagement performance evaluation, to find out the gap between our country and thedeveloped countries in this field, it is also the breakthrough of this research.Second, this chapter discusses relevant theory of project-oriented enterprise programmanagement performance evaluation. Defining the concept and characteristics ofproject-oriented enterprise; Specifying several nouns which related to projectmanagement difference; Introducing the concept of project management performanceevaluation, and distinguish the intension of several conceptions related to programmanagement performance evaluation; introducing several methods in setting upperformance evaluation model, they are Analytic Hierarchy Process, Data EnvelopmentAnalysis, Fuzzy Integrated Evaluation and Vertical and Horizontal Dynamic EvaluationMethod.Third, this chapter introduces the status of project management performanceevaluation. Introducing three kinds of existing project management performanceevaluation system, they are project-oriented enterprise performance evaluation system,large engineering project management performance evaluation system and manufacturingenterprise project management performance evaluation system. Setting out a completeprogram management performance evaluation system should include content, namely,evaluation subject, evaluation index, evaluation standard and evaluation method. This Chapter also analysis the difficult problems and provide corresponding improvesuggestions.Fourth, this chapter builds a project-oriented enterprise program managementperformance evaluation index system and evaluation model. We construct this indexsystem on the basis of understanding the construction principles and constructionthinking of index system, its level indicators including schedule management, costmanagement, quality management and comprehensive coordination management,emphasizing the comprehensive coordination management index function can make amore scientific comprehensive evaluation index system. In this chapter, using AHP-DEA comprehensive evaluation model, introducing the application steps of AnalyticHierarchy Process and Data Envelopment Analysis, and discussing the advantages, andapplication steps of applying this model in project-oriented enterprise programmanagement performance evaluation. In addition, this chapter introduces the problemswhich need pay attention to in applying Data Envelopment Analysis, and analysis theusability of the model.Fifth, we validate the project-oriented enterprise program management performanceevaluation model. Select a representative project-oriented enterprise as the targetenterprise, constructing the program management performance evaluation model,analyzing the evaluation results, and provide improve suggestions of programmanagement.
