Labor-intensive industry cluster are widely distributed in China, including clothing, textiles, toys, footwear, and other industries, and clustered industry development can enhance the risk resistance ability of the small and medium-sized enterprises in the process of internationalization, and is also an important way to boost the local economy. Based on the abundant labor and rich resources, Chinese labor-intensive industry cluster is entering the international market by three international measures including export, becoming a professional OEM base and overseas investment of cluster internationalization, but because of excessive disorderly competition within small and medium-sized enterprises cluster, the lack of uniform standards of products, the financial crisis, the appreciation of Chinese Yuan and competition among southeast Asian countries, labor-intensive industries cluster is facing opportunities and challenges in the way of promoting industrial upgrading by internationalization.The internationalization process of Labor-intensive industries cluster is that constantly blending into the global value chain, and consistently seeking development of upgrading in the global value chain. Therefore the governance model and dynamic mechanism of global value chain has a great influence on the labor-intensive industry cluster internationalization. The influence made by the governance model of global value chain on labor-intensive industry cluster mainly embodied in the way of internationalization. Labor-intensive industries cluster that Embedded type hierarchy in the global value chain can choose the type of mergers and acquisitions to enter the international market; the labor-intensive industry cluster that Embedded network global value chain can choose industry transfer, and OEM business cooperation to enter the international market; The labor-intensive industry cluster that embedded market-oriented global value chain can choose exports as a way to enter the international market. Motivation mechanism of global value chain have different degree influence on upgrading direction of labor-intensive industry cluster, the way it embedded into value chain, risk of internationalization and performance of internationalization.Industrial structure development of Chinese labor-intensive industrial clusters is roughly divided into two kinds:one is a delegate with Guangdong specialized town economy; another is represented by the massive economy of Zhejiang province. Examine industry aggregation degree of labor-intensive industries and internationalization of the development of export trade between the two provinces through the calculation of location quotient of textile industry, clothing shoes and hats industry, leather manufacturing industry, fur industry, and feathers (fine hair) and its products industry, furniture manufacturing industry, paper and paper products industry, culture and education sporting goods industry. And come up with the conclusion that specialized production will promote the internationalization of industrial clusters. So it is concluded that labor-intensive industry cluster which is under the global value chain should promote the development of internationalization from three aspects:the cluster itself, the government and industry association. And should also promote their own strength in order to enhance the international competitiveness; Strengthen the government’s guiding service ability in case to promote cluster to be in line with international standards; Play the positive role of industry associations, in order to strengthen industry self-discipline and service.
