The Promotion of Industrial Clusters Competitiveness Based on Production Load Equilibrium Strategy

The special vitality and contributions of industrial clusters in promoting regional economicgrowth and improving regional competitiveness is there for all to see. But along with the dailyglobalization of world economics, and the more and more stringer market competition, industrialclusters in our country will be faced with more serious challenges. Especially the ones that aremainly comprised by small and medium-sized manufacturing enterprise, the phenomenon thatthere are different production load among the members in an industrial cluster abounds, which hasresult in a significant waste and a low use ratio of the clusters’ manufacturing resources. At last, theunbalanced production load phenomenon has restricted the development of the industrial clustersand reduced its competitiveness. Therefore, it is of great significance to discuss how to amelioratethe unbalanced production load and to improve the competitive power of industrial clusters.Base on the production load equilibrium idea, the order allocation theory, the theory ofindustrial clusters competitiveness and supply chain simulation, industrial clusters were studied toimprove its competitiveness. The reasons why there are different production load among themembers in an industrial cluster and the effects on the competitiveness of industrial clusters havebeen analyzed. Then the evaluation index system of industrial clusters competitiveness wasconstructed. The production load equilibrium idea was proposed to improve industrial cluster’scompetitiveness. And the model was built based on production load equilibrium. At last, thesimulation model was built with numerical example to test and verify the effectiveness of theproposed method in improving the industrial cluster’s competitiveness. The main works are shownas follows:(1) The reasons why the members in the same industrial cluster have different productionload was analyzed based on investigation and survey. Usually, the reasons came from orderallocation, order processing or the part of supply chain risk management. With the survey data andthe theory of human factors engineering, the effect of the unbalanced production load on industrialcluster competitiveness was qualitatively analyzed. Base on the exiting evaluation index ofindustrial cluster competitiveness, and in consideration of the data’s availability, the evaluationmodel of industrial clusters competitiveness, in which, the evaluation indexes were uniformed byfuzzy logic and the comprehensive estimate method within AHP and entropy was introduced, wassummarized to research the relationship between the production load equilibrium of an industrialcluster and its competitiveness. (2) Production load equilibrium idea was imported to promote industrial clustercompetitiveness. The order allocation strategy within production load equilibrium was presented toraise industrial cluster competitiveness. This paper tried to take full use of the vender’s absoluteleading position of order allocation process. Supplier chain interrupt risk may happen in the orderprocessing was taken into account to the order allocation strategy. To equilibrate the productionload in industrial cluster and raise its competitiveness, an order allocation model was built, wherethe emergency treatment of supplier chain interrupt risk was considered.(3) The simulation model of industrial cluster competitiveness was constructed on simiosimulation platform. The model contains order allocation, emergency treatment of supplier chaininterrupt risk, statistics and output of competitiveness value, etc. Under the supply chain interruptenvironment and the stable environment, base on the three common production load ratedistribution among an industrial cluster, industrial cluster competitiveness was studied on thesimulation model by the production load equilibrium strategy compared with the capacity basedorder allocation strategy that industrial clusters currently adopted.Research result shows that, the production load equilibrium strategy could ameliorate theunbalanced production load present station, raise the utilization rate of industrial clusters’manufacturing resource, reduce orders’ response time, etc. It is rather better to raise the industrialcluster competitiveness. What’s more, order allocation strategy which took the emergencytreatment of supplier chain interrupt risk into account based on production load equilibrium workedbetter under the environment of supply chain interrupt. It accelerated the industrial cluster’srecovery and the industrial cluster’s resistibility than the order allocation strategy only containingorder allocation step. The research results will provide a new idea and method for industrial clustercompetitiveness and order allocation, enhance the realistic significance of production loadequilibrium.
